AFS lights not functioning correctly

everything works Well except the lights don’t lift , they just remain on the lower position, they move sideway, low and high beam light correctly but the beam is so low that driving on highway at high speed makes it impossible,
DOES ANYBODY HAVE THE SAME PROBLEM? If so how did you solve it?
