Where does the12-8 cable hook up.

I believe it is under the steering column. I removed panel above peddles. Other than the fact that you can't get up under there I took pictures- still can't zero in.

Do I need to remove knee panel?

I don't recommend to use bypass cable or module to diagnose or clears faults. You will not have full access and to all of the control modules in the car, and bypass will stores fault/error codes in the security module which you can't clear without dealer diagnostic software or registered AutoAuth diagnostic devices. Dealer will know the fault codes stored in the Secure Gateway Module when in for service and would void your warranty. Do it at your own risk.
